On May 8th, Fort Myers Police Captain James Mulligan, State Attorney’s Office Assistant Chief Investigator J Purdy, along with two Charlotte County Sheriff’s Office Deputies, Captain Norman Wilson and Lieutenant Matthew Dowling graduated from the 131st Administrative Officers Course at the Southern Police Institute (SPI) in Louisville, Kentucky. The 131st class consisted of 48 members, representing 30 different agencies from 10 different states.
The Southern Police Institute is an integral part of the Department of Justice Administration at the University of Louisville. It is an advanced educational and training institute whose mission is to enhance the professional development of law enforcement practitioners. The Administrative Officers Course is SPI’s primary leadership development program.
The Administrative Officers Course (AOC) is a police executive leadership graduate program attracting participants from law enforcement agencies throughout the United States, the Pacific Rim nations, and Europe. The AOC is a twelve week (480 hour) in-residence, accredited college level educational program. The course curriculum is designed to develop informed, effective, ethically and technically competent law enforcement administrators. This comprehensive development program provides instruction in law enforcement issues, diagnostic problem solving, and administrative law.
Captain Mulligan
James Mulligan has been with the Fort Myers Police Department since 1987 and is currently Captain of the Operations Bureau. He holds an Associates Degree in Business and Bachelors in Management from Hodges University. He Also holds a Masters in Administration from Barry University.
Asst Chief Investigator Purdy
J Purdy has been with the State Attorney’s Office since 1999. He has been in law enforcement since 1992 and formally worked as a Major Crimes Investigator for the Lee County Sheriff’s Office as well as a Police Officer for the City of South Daytona. He holds a Bachelors Degree in Public Safety Management and a Masters in Criminal Justice.
Captain Wilson
Norman Wilson has been with the Charlotte County Sheriff’s Office since 1993. Currently a Captain working in Corrections as Assistant Jail Commander. He is certified in both patrol and corrections. He holds an Associates degree in Criminal Justice and a Bachelors in Public Safety Administration. He is currently finishing a Masters in Public Safety Administration with emphasis on Organizational Leadership with American Public University.
Lieutenant Dowling
Matthew Dowling has been with Charlotte County Sheriff’s Office for 19 years. He is currently a Lieutenant in training and holds a Bachelors Degree in Criminology from St. Leo University.
